Not if it is built to a budget. We animate with transforms and opacity, load 3D loops only near the viewport, serve smaller files to phones, and give reduced-motion users a calm version. Motion should never be the reason a page feels slow.
3D web design uses rendered or real-time 3D objects and scenes inside a website, such as product views, brand objects or interactive moments. Done well, it gives a brand a tactile, memorable feel. Done badly, it is heavy and distracting, so we use it where it earns its weight.
